Actually it is all of the above. The XBOX 360 and PS3 versions were made separate from the other versions. http://www.gamercent...nt-started-yet/It's all about how the developer optimize the game for the Wii U...
Also remember that Watch Dogs is a "last gen" game, really nothing next gen about it. If Ubi can make a decent port, then we'll get above ps360 standards but not the VERY little touches of what is called "next gen" which is insignificant.

You are welcome. The Wii U isn't the only one developers ran into issues with. Some developers have run into issues with the PS4 and XBOX ONE as well. If, they spent the same time, effort and money making Wii U games would run tremendously better.
