I think that's what they are going for with it, the story didn't really feel concluded to me.Hmmm, this makes me wonder why they made a "2" instead of the usual new sequel...
Maybe a conclusion to the story with N in another land?

This is what I'm thinking the rationale for the title is: Black 2/White 2 are sequels, and as such are continuations to the story presented in Black/White. There are also rumors of other regions being introduced, so if this is the case that'd be pretty cool.
This would actually be a really big change to the Pokemon franchise formula, I'd say.

The change would be that rather than simply remaking an enhanced version, they can lengthen a generation, and keep it fresh by introducing new ideas with each sequel. It may also mean that Gamefreak wants to really emphasize more on the story component of the game rather than every game being about being the champion. You have to realize that very soon, remakes are going to be pretty weird since fourth generation is on the DS which is completely playable on the 3DS.
I'm in support of any move like that, and I love Pokemon anyway, so even if they do screw up, I wouldn't mind too much.
