All the games being wrote about coming to the wii u but how many will actually be made?

We don't know.
My guess is of the 70 supposedly in development according to that rumour, we'll see 50.

I'd prefer to have a great launch and a steady stream of content coming out afterwards rather than a spectacular launch and then nothing.

Don't think we need to worry about that. Nintendo stated a few months ago that they'd be spacing out releases of 3DS games to prevent there being droughts where people would have nothing to play. I imagine the same strategy will be applied on Wii U.

why not both? a spectacular launch AND and constant stream of content coming out afterwards

I thought the question was asking aboot the likelihood of a 3DS situation again.
A good few 3DS titles announced at e3 along with the 3DS ended up being cancelled.
