I'd rather have a Pro Controller over a Wiimote Plus. Wiimote is "last gen" most people should have one by now, and no singleplayer Wii U game uses it that I'm aware of. Only benefit I can see over the Pro is that it allows playing last gen games immediately and a Pro is a bit redundant, even though I'd love it to save energy or comfort. So I guess it ties.
I'd also hate to be forced to pay extra for useless controllers in the scaling HDD model. And I'd also hate one color being the "best" bundle. For a situation where the person wants everything but prefers the other color... A bit unfair.
My ideal bundle format assuming 3 prices is:
Wii U + Pad + Necessities, B/W (barebones) [For games who know what they want and can only afford one game, either this or NL makes no price difference at all]
Same HDD, same White/Black availablity, + NintendoLand [add a controller if NL is "free" with barebones]
Same as above + Pro/Plus/Both
Yeah, I know it doesn't avoid the 6 boxes issue, but I find it fairest for the consumer end. What I'd really prefer is the the barebones model in both colors with NL included for free. The extra controllers are gonna be useless for a while anyways.
I'd only consider a Pro controller bundle if it was noticeably less than buying separate and I had reason to believe the Pad is gonna be uncomfortable, which I've heard otherwise... Or if there's a lack of the ability to shut off the screen to save energy for games where it's just a map/menu.
