You have to have the thingy in CN which asks if you want newsletters enabled and say yes to that :P
It's luck based though, no guarantee you'll get it.

Problems such as me selling my Nintendo systems every once in awhile and drifting apart from the community, other regulars occasionally going on rampages (WydrA), and people downright being rude sometimes, exist...

They showed a single screen, in oct. 2013, showed an engine tech demo in nov 14, and then went on blackout until this last direct, where they are now having a blow out.

Kinda confused about this but you know how they said that Wii U downloads are tied to your account? Does that mean if you bought a game from the eShop and got another Wii U and used the same NNID would you have to buy the game again? Same questions about the 3DS... I really hope that with our Nintendo network ID's we won't have to repurchase digital games multiple times...

They should have made the new 3DS a completely new handheld IMO, if they release a "next gen" DS in 2-3 years, Nintendo will lose some of their reputation in terms of being dedicated to their customers...
