How exactly does the Reset Bag work of you've already leveled up your pokemon? Do the stats wipe along with the EV's?

Since you have no EV in that stat anymore, then yes they would be deleted. So say you caught a brand new Pikachu at level 50 with 70 Att, you give it that attack 252 EV points, it now has 101 Att stat, When you use the reset bag it will take away all those EV points and bring the Pikachu back to 70 Att.
