It is surprising that I don't see any information on this here or basically anywhere.  This is appears to be a new development tool for independent parties to create apps and games on the Wii U. The Framework supports javascript and html. DLC is also possible with this framework. One of the booth men working for Nintendo at GDC has said that he has made a smash brothers like game on the tool (likely shown below)

As poison said, iOS "ports" are the downside, but the upside is more applications in the eShop.

I don't know about you, but watching my movies without a play bar on my TV would be nice, put that on the uPad.
