The FAQ says it doesn't allow posting new comments in the communities, but you can reply to others comments.

 

Is there something I can do on Wii U but not on a PC, smartphone, or other device?

There are number of features of the Wii U version of Miiverse that are not available in the browser version.

Features not currently available in the browser version:

・ Making new posts in a community

・ Handwritten posts and comments

・ Sending and receiving messages

・ Sending and receiving friend requests

・ Following/Unfollowing users

・ Editing profiles
