I take that to mean this is a bullshot/bulltrailer.

Maybe if I trusted the guy more, but the stuff I've read about him makes him seem like a fraudster.

 

For example:

Randy Pitchford hyped up Aliens and...

The problem was that Aliens footage was not bullshot, they just ripped features out of it when they shipped development out.

 

Also, the statement itself is the same statement used by everyone when they are showing pre-alpha or alpha game footage.
