Choosing Pokemon characters for Smash Bros. games can’t be an easy task at this point. Well over 600 characters exist at this point, and only a small selection can be included on the Smash Bros. roster.
Director Masahiro Sakurai explained to NowGamer that the team looks at a few things, such as popular Pokemon, Pokemon featured in the movies, and what makes them unique.
He said:
“Well first of all, we talk with the Pokemon company. What’s the hot Pokemon? What Pokemon are in the movies right now? And really do a lot of research on that front. For example, X and Y are coming out – of course, we haven’t done any market research because they’re not out yet, but we look at the animated series or movies and anything like that and again, find out which ones are going to be central to any of conversations in Pokemon going forward. But it’s not just that – going back to just what we talked about, what’s unique about them? Where do they fit in with the rest of everything else? What do they have? It’s a combination of those things.”

Makes sense cause Pikachu is obviously the most popular Pokémon, Jigglypuff from the Anime, Mewtwo cause of the film, Pichu cause they're related to Pikachu Pokémon Trainer cause of Genwunners and Lucario cause of the film Lucario and the mystery of Mew

No doubt Mewtwo is coming back since he has a new form and is the star of the new Pokemon movie and was in Melee, was cut from 64 and got axed from Brawl at the last minute(since his data was found in the game's program) I'm hoping Meowth will replace Jigglypuff since he's still one of the most popular Pokemon today and was originally going to be in ssb64, but since Jigglypuff is becoming a fairy type and will most likely be promoted like hell i doubt we'll see her leaving

Pikachu will stay because it's Pikachu, Jigglypuff will stay because Jigglypuff is just as popular in Japan as Pikachu (Jigglypuff was going to be Ash's starter), Lucario will probably be replaced by NewTwo, and we will probably have a new Pokemon Trainer, preferably 2nd Gen, or probably Zororak or something. (Still holding on for Deoxys)

I know, I don't disagree on that part. I just feel like he shouldn't limit himself to that standard, because I feel like they could include someone much more worthwhile than Jigglypuff, or even Captain Falcon for that matter. Just my personal opinion though. Maybe because I don't use those characters I'm a little biased
