What he means is that, in a sub, you have the same video and audio as the Japanese original, but there are accompanying subs in English (or whatever language it is), just like with overseas DVDs in most cases.

Do you mean like they're talking in Japanese or something else in general? Because I don't know Japanese.
A dub is, basically put, a rework in the video to suit the audio, which is now in a language that isn't the original.
