I'm not going to lie and say I never pirated any games but I would never do it on a system that could ban me from online like that idiot. Besides, I don't even do that anymore.

Indeed it sounds like he got banned for both using an exploit (registering a fake account for the purpose of accessing free content of another region) and encouraging others to do so.
Its not against the TOS to sign in to your console with an account from another region and download any free content for that region. It IS against the TOS to register a fake account purely for the purposes of doing that. Considering the instructions on NeoGAF for the exploit say to put in a garbage e-mail address, it could easily have been the fact the e-mail address was invalid that tipped them off.

I always thought the xbox bans were solely for LIVE access, and you could still play your games offline.
Am I wrong?
I wouldn't take the risk either way, with the price of the console and it pretty much being only fun with an internet connection going into it.
