Even if it's not immediately, I expect the DLC to be there at a later time. Don't know if Microsoft has bargained with Activision to have timed DLC for the CoD series once again.
Treyarch has shown it's dedication to the Wii with CoD over the years though. I think the prospect of a new console will more than be enough excitement to bring the full experience to the Wii U. I wouldn't worry too much about it. The worst would be paying an amount for it instead of getting it for free, but even then that's a light sentence.

And what happens if the Devs make more DLC and it only goes to Sony and MSoft?
Because of the power of the Wii U and that Nintendo Network fully supports Add on Content I don't think that will happen.
