Art is something that cannot be nailed to a particular item or item type. It can and cannot be art at the same time.
If Miyamoto believes that games aren't art, then they aren't. If someone believes they are, then they are. However, both are opinions, opinions that cannot truly be swayed, as art is an interpretation of what one sees, and so is different for everyone.
In essence, anything and everything is applicable to be art, and while you may personally believe it not to be, it doesn't mean it isn't to others. It's like religious faith. You may or may not believe in God, but whether you practice faith towards God or believe it to be garbage, that faith still exists elsewhere.

I think videogames can be art, but most aren't. It takes a REALLY good game.
Some people always have a cellphone on them. I'm so awesome I always have a 3DS.

No artist has the power to tell people whether or not their work is art. No matter how many lost in their own arrogance try to disagree. They simply do their best to express themselves in an attempt to identify with people

Unfortunately its all subjective. A lot of people don't consider video games OR movies art. My personal opinion is that they are more of an art form than any of the garbage they call "modern art" is.
