Pus that 8gb RAM will be halved for retail to 4GB....Still I'm looking at the specs of an AMD Radeon HD 6670 and the specs are worse than a 4770....

Based on doesn't mean the same as. You could have the same core chipset in 2 consoles and one could be many times more powerful than the other depending on mhz speed, memory speed, cache and how many features are removed or added. You could even have a console based on an inferior gpu that was more powerful than one based on a more powerful gpu architecture. Console manufacturers can strip out features to save money or to increase backwards compatibility make a gpu or cpu more inline with the older model reducing performance. Remember the Super Nintendo was designed to be NES compatible with an easy add on and then they later didn't market the add on as they wanted people to buy Super Nintendo cartridges instead of using their old NES carts. However they used a CPU that was NES code compatible. Both wii u and the next xbox may lose some performance by being compatible with the consoles before them.
