Sandy was supposed to be huge, windy, rainy, and power-take-out-y. Instead, it was like a bit of rain, and then a bit of wind, and now it's pretty much over.

Nah. Home consoles aren't so popular in Japan anymore, even the Wii launched later over there. Ninty's strategy is probably mostly to focus on the 3DS, which is already selling like hotcakes in the Japanese market.
