Just one takes it too far, what with the kidnapping, the attacking with armies, the complacent behaviour after the kidnapping, the scheming. The other one just takes drugs to get through all of that army. It also explains why Mario and Bowser are more than happy to get along when Peach says something along the lines of "Teamwork NOW!"
Same thing goes for Donkey Kong. He's not really a villain to Mario either. Other characters in the universe, such as Fawful, Dimentio, Tabuu and that guy in the spaceship in Super Mario Land 2... those are villains.

Bowser is usually reluctant to team up with Mario: in Super Mario RPG, Mario had to join Bowser's army so Bowser didn't feel ashamed that he has to work with his rival, and in Super Paper Mario, the only reason he joined was so he can protect the workd he wants for himself. They can seem to get along, as shown in Mario Super Sluggers and Mario Tennis, where Bowser just simply wants to play tennis with them.I don't believe that Mario and Bowser are actually enemies, more that they are rivals in the pursuit of the affection of Princess Peach.

Doesn't this usually happen in the Paper Mario series?Id like to see a Mario where Bowser and Mario need to team up to stop this new threat to the mushroom kingdom.

link fought demise in skyward sword and not ganon however mario fought bowser always bowser. does nintendo need to give mario a new villain
paper mario games had a different villian in 2 of them. one of which bowser was a allie =/.
as for demise, he was pretty much the same thing as ganon. he even said he will come back to life to cause problems, as ganon.
